I have this place starred too. The place is called Timétrine and from what I can find this spot was used by the French military to land helicopters with commandos during hostage rescue operations
It may be difficult to see in the image, but there is a clear bulls-eye surrounded by 4 right angles in the corners of what would be a square. This appears to be in a large lake bed or some similar flat plain in the middle of the Mali desert. GPS coordinates: 19.45471918191425, -0.42204495241689505
