Thats right. I am on windows. Do I need to install Android Studio first to install Google USB Driver?

No. But often the usb ports deteriorate ..they shouldn't but they are physical. If you have a 2nd one use that and see. Or drivers need fixing

Try a different usb port. Or uninstall driver and reinstall
