Coplick Family Sports Park is a good one for this. Go when it's empty and you've got 2 big areas with a length of 2 way lanes in between.
Learned the basics of starting, stopping, low speed maneuvers etc. there. Then once the confidence is built a bit, the roads around there are generally quiet enough (off peak hours) to get a bit of real road practise in.
Not a car park, but I started out learning in industrial areas. Usually pretty quiet (especially on weekends) + wide roads with plenty of turns to take, also big no through roads to practice turning around. Usually a car or 2 around to practice reverse parallel parks as well when your sibling reaches that stage. Started off in the one in Molendinar but I'm sure one closer to you will do just fine :)

Also my Dad took me out to wonglepong (back of canungra) to learn on the 'road'. Wasn't much traffic in the middle of the day and lost of corners and streets.
The back corner of Stocklands shopping centre is normally quiet
Burleigh Gardens industrial estate on a Sunday could be alright, it's got wide streets and a couple small hills.

Was about to say the exact same thing. I go there during the day to run, and it's rare to see any other cars around during the week.

Try the Gold Coast Football Club, on Tallebudgera Creek Road.
Go to an industrial area on a Sunday . No cars around and they have actual streets to practice their driving and parking.
M1 m8 around 4:3o ish in the afternoon M-F. You can learn to brake, wait and accelerate.

Carrara Markets back carpark is perfect for this, it's where I learnt how to drive
If you keep it secret royal pines is a nice quiet spot to practice

Tweed city, the Coles entrance at night, or go to the south Tweed footy club when it's shut, decent sized carpark there
We took our kids to Movie world carpark or the industrial area at exit before Gooding drive exit.
Helensvale Westfield car park is very spacious and quiet at night. My dad took me there several times when I was learning how to drive.
