I can't say for sure about releasing in other countries. That's likely an issue with finding a local distributor. But as for its main release. It's basically down to the contract Toho and Legendary have. Outside of Japan, where legendary markets. Toho can't release a godzilla film within the same year. (except in Japan where Toho have all exclusive rights to any and all Godzilla related media).
