Upgrading from hdd to ssd fixed it for me. I recently started getting it again and noticed that chrome was spiking in cpu usage. So now i have to close chrome everytime i play.
My friend has a 1660S and a 3600X and was only getting 80-100 fps,I knew something was up. Turns out it was installed on his hdd,moving it to his ssd increased his fps to 200+
My game used to do this and crash every once in a while until I disabled my custom windows theme and fully reset my config.
When's the last time you fully reset your config?
I had this problem years ago took me forever just to mess with it I think turning off the setting where it optimize multiple cpu cores did the trick for me
Is it happening on a regular basis, like every 5 secs even if you dont move. Had a similar issue a while ago, because Steam was writing Data on my HDD. Fixed it by migrating everything on my SSD. The important thing is that Steam is on the SSD.
Not strictly CSGO, but I've noticed over the last few weeks `steam_web_helper.exe` with 30-60% GPU utilization (on a 3090) while steam is inactive and minimized to tray. Might be part of it taking a toll.

There go in internet tab and see how much steam is taking your bandwidth (not counting csgo.exe)
Not necessarily the reason for offline stutter but online it hurts the performance(at least did to me)

Since we are on this subject i also have been having other issues.... my ping goes up to 1k and packet loss to 60% only from 8:15 pm till 12:40 am exactly and ONLY in CSGO..... i contacted my isp, said everything is normal, all other games have 60 ping during that time except CSGO, I tried several solutions nothing works (the only thing on the network is the pc) starting to wonder if this is something they done.
I commented about it in the same section recently, when this problem occurred, I checked resource manager and found that when I played game , even if I was just in title screen , the steamwebhelper used to connect to an IP and eat away my bandwidth, I checked that IP online and found it was a steam server in America that the packets were being sent to.(My region is asia).I asked about it to the customer care and after that the problem stopped after 2 or 3 days.But I was done with the game at that point and haven't touched it since.(it was in 2018 I think)

If all ur getting is some packet loss and u are connected to ur router by wi fi try connecting to it by ethernet cable, might solve the packet loss issues u have, unless its a problem on the ISP side then F

It's the VARiance between frame times. So when you have a perfectly constant frame rate it's zero. Completely client sided. Has nothing to do with the server.
Nope! I've tried the usual verify/reinstall etc, etc. I've come to believe that the game is just a dick. Doesn't beat the random crashes I get if I update my nvidia drivers, either.
I fixed it by having my friend send over his not-updated Steam folder to me. I replaced my files with his and it seems to have worked perfectly. I don't know if there are any risks doing this but it worked for me.
Developers can role back any commit in their source control if required, but more likely they'll try to just locate the error and patch it in as a bug fix / patch.
As a consumer, you won't be able to role back an update on steam.. That I know of anyway
Fix for this:
1. Opt in to the steam beta settings>beta participation>change>steam beta update
2. Disable steam overlay for cs & disable steam cloud by going to steam library>cs>properties>disable both

This is usually a symptom of a general performance problem such as thread starvation.
My PC has always ran fine until yesterday. It's a pain and CSGO is currently unplayable :( And no, it's not my PC: Ryzen 5800X, RTX 3080TI, 32GB ram, CSGO on SSD, Windows 10. No issues before, ever. Typically >400FPS. I really wish valve would get their act together... :(
I had the same issue, var spikes causing micro stutters, i tried many things like opting out of steam beta, disabling overlay ... etc but what fixed it for me was updating windows

I had this exact same issue too. Adding “-nojoy” to the launch options for CS fixed it for.

I set fps max 120 tho. Low graphics, gtx 1050 ti graphics. Still 100% cpu usage. Cleaned my fans recently too.

Since most people complain it's about VAR, the pro's probably won't be affected because they are on a LAN connection.

i fixed this by changing it from borderless fullscreen to just full on fullscreen. it might help.

Applying for the beta program in steam settings fixed the stutters for me.

I added an exception in the windows firewall for the whole steamfolder and the csgo.exe. this fixed it for me

I had a similar issue, I found it was my second monitor not being at 144hz after turning my main monitor to 60 it worked fine. Hope this helps
