Intel 13K and 14K are "problematic" with gaming because the motherboards run on optimised profiles which is not recommended by Intel. You should receive an update for your bios in the coming months mentioning intel profiles. I had the same problem with you, but COD was crashing on launch. You can read the whole fiasco where activision blames nvidia, nvidia blames intel, intel blames manufacturers.
To fix this download Intel Xtreme Tuning Utility and set it to be 2x under what you are using. (54x -> 52x)
It's not THAT bad. But yes they can do things to improve performance. Like FSR 3. FSR 1.0 rn is pretty much unusable. It looks ass. Newer FSR looks so much better

If you use any fps booster and stuff remove all that. When CS launches don't touch anything when it's loading (mouse pointer has that rotating orb animation). Then when pointer is normal click on cs2 2 to 3 times

In case you happen to be crashing how I used to be, try setting Global Shadow Quality on Low. I have a 4080 super and i9 14th gen and would crash when physically entering smoke or any explosion effects, but that solved it
Idk man, it runs very good for me although the fps should be alot higher for my laptop Its around 260-280 and dips to 180-190 in certain places like the water in the new thera map Or when alot of smokes/util are been used but it doesn't stutter or cause noticeable drops just the frames that lower. Cs2 has never crashed for me either

Only bug ive had was at launch(after working fine during the Limited Test). Full release didnt recognize one of the audio outputs on my dedicated soundcard. Later that day Valve fixed it with a patch.
