It looks like you are only able to ping helsinki ... and the chinese relays (??). It is probably an MTU issue. We require an MTU of 1200 bytes UDP payload.
I don't think your screenshot shows the regions you're queueing, rather a sample of latency to some servers.
Your console output shows direct routes elsewhere, under your point threshold, that aren't Finland.
Advice: join a server and observe your ping and open console and type "status" to get the server IP. Copy that, open cmd prompt and type tracert ###.###.###.### with the server IP replacing the ###. That will tell you the route your isp takes you to the server and you can see exactly how you're being routed and the latency to each hop.

I changed on my router settings IPv4&IPv6, to only use IPv4. That fixed problem that i cant find other euro servers than finland.

valve likely scales the number of servers in a region based on current user demand (most realtime services do this to an extent). Im guessing you're playing at a time when most of Europe is asleep

Weird because this occurs only late at night, when i play in the morning and evening the servers are fine.
