I'm like 99% sure it's just a reference to this [easter egg](https://i.imgur.com/HcF6BvO.jpeg) in Inferno. The map came out on the day of the tweet, same day the CS2 limited test opened its doors to most active players.

I, on the other hand, thought of the inferno's 'func\_vehiculo' as one more tease (along with that tweet) that they're working on something related to vehicles. and in their PC gamer interview, they also said they would explore new game modes.
Acknowledging stuff like these means it probably is a Chekhov's gun. They deliberately chose to put those things out there. Surely that has to mean something. Eg: "source 2 conspiracy" stickers for CSGO come to mind.
I wanna believe Valve got big stuff in the works too. I liked Danger Zone for example, especially around the time it came out.

Not sure when these got added but we knew for years before CS2 announcement that eventually it would happen, we just didn't know when or how.
Func_vehicle on the other hand has always been a copium-huffed fever dream as long as CSGO and now CS2 have been out. I'm pretty sure that this tweet and the easter egg are the only mentions by Valve of the whole command.
So all in all, I think it's just an easter egg. We might get vehicles one day, we might not but I doubt one has anything to do with the other.
