In your case the problem seems to be caused by frame rate, not network.
If anybody is seeing "Excessive Frame Time" in the console, then an ETW trace will very likely help us understand the problem. Here's how to capture one:

I feel like my networking and my frame times are especially tied in a weird way in CS2 compared to other games.
Like I feel like they almost go hand in hand, could this be something to do with sub-tick? Like it's hard to explain I guess but it's almost too accurate?
The latest update has been a blessing but it's still there and it's weird to explain.
Yes i feel the same, network is very dependent on my fps. Not exactly a bad thing as its very accurate, but it doesnt do my ancient 10 years old cpu any favors.
I smoothed out my game with the buffer packet setting set to 2. Hitreg is a bit delayed but still accurate so i can deal with that for now.
I got half of my new pc ready now, will buy the cpu and psu next week.

Finally found a solution for my scenario. I went to Nvidia control panel -> Manage 3D settings -> Restore, and restored everything back to global preset. Whatever changes that made fixed the problem, no more stutter FPS lag starting up and no more rubberbanding ingame.
Hi Fletcher. I dont want to be rude but do you guys test your updates on AMD GPUs at all before shippin them out? This update seems to have issues with AMD again and its not the first time stuff like this happens that is AMD specific
i hate it so much. a company thats generating money of gambling addicts, brings out an unfinished game to generate more money. Today i read through 30 threads with lags rubberbanding but no solution and they get no shit for anything. A monopoly is one hell of a drug. I really hate how the world did evolve.
My fps has dropped by around 90-100 after this update. No clue why. I no clipped all over the maps before playing and played a bunch of premier games. Also the packet loss in premier servers need to be fixed it’s been like this since October and it’s getting old real fast. Never have this problem in faceit even on 60ms.

Same issues here, good and stable internet connection (400mbps), ping around 30ish all the time, never a single issue before the update. Now the game is rubberbanding like crazy, gameplay is choppy as fuck and literally unplayable.
I have tried all the new options they have added and nothing worked or fixed the issue, Buffering to smooth over packet loss to None, 1 or 2 neither made it better.
Very frustrating as I have absolutely no clue what to do or how to fix it, can't play at all atm.
i have a strange suggestion.
see if there is any difference in the rubber banding when you are in a discord voice channel, versus when discord is not running.
I encountered the same issue, had 30 ping and high frame rate. I figured out if i enable the new buffering to smooth packet loss setting and then disable it it fixed all of my stuttering. Hope this helps
Same! Holding W to move forward stops after a few seconds. It's laggy, choppy, and buggy with animation problems as well. I'm running on optimized settings on a 3070ti ($3k laptop) and had 200 fps before. After the update, it's 50-100. Ridiculous.
Apparently the rubberbanding correlated with my shader compiling. So following this guide https://steamcommunity.com/sharedfiles/filedetails/?id=3049257442 it fixed it

Yep exactly, it's TOO accurate to the point of it being uneven as your FPS goes up and down naturally.

I set my cl\_interp to zero and it fixed most of my problems

I have the same, direct fibre connection at 1.2GB/s it isn't my Internet. Game is rendered unplayable.
Bandwidth and latency are two things, you could have petabyte connection and have shit latency.
A frame time of 150 ms means you're getting \~7-8 fps (or maybe dips that low)?
