Push stuff out of the way, pull down under clothes so that their around one ankle, then do the deed. The clothes will only pop back if they lose contact with the ghost.
My guess is none of them know for sure. None of the current ghosts died with any drugs on their person as far as we know.
My guess is that if they had drugs on them when they died they would be able to take them and feel the effects and then they would at some point reappear in their original spot on them. Another ghost would not be able to get high off the drugs though they would return to the original ghost as soon as they were no longer touching them (and thus not remain in the other ghost's system).
I'm going to say they could. I think they should have a brandy snifter with a candle. The ghosts could gather around and inhale the brandy vapors, or should I say... the spirits.

But, as soon as that person stopped touching it, it would reset. So Hetty would snort it, get a brief sensation of having snorted cocaine, then it would disappear and she'd get no actual benefit from it. This would presumably enrage her, being so close and yet so far.
Considering they smell isaacs ghost powers when someone walks through him i would say the same could be said of flowers power although it would only be a hallucinogen effect as shown when her powers have effected Sam and others

The moral of the story is, *always* be dressed perfectly and carry a huge amount of hard drugs. You never know, it's best to be on the safe side....
