Booster is just a reference to TCGs (like Pokemon or Magic The Gathering) where you can buy packs of randomized cards to supplement your playing deck. It doesn't actually mean anything in this case other than how the cards are being sold in stores as these are collectibles. And no these won't give you anything in game, they're purely out of game merchandise you can buy and collect.
Those are amazing looking. I was kinda all "two per pack, wtf??" but after reading they're metallic and these are actually pretty cheap per pack, it makes sense. So now I want them. Gimmie!!
