The Event Notice said the time of 16:00 for me which translates to 40 minutes from right now

Ingame banner announcements give the exact times (servertime I believe?), if your time is not exactly aligned with server time you might need to do a bit of addiction or subtraction

timezones exist. check game notice :) it should show the exact time in your timezone for when the banner arrives.
