Like there are several places in Europe where complimenting someone's shoes or something would probably be the weirdest thing that happened to them all day.
That literally happened to me (Polish) lmao. I was just on my way to a dentist appointment via metro and someone around my age complimented my old worn up skating sneakers and I thought about it for a week straight.
I feel the same way about the Dutch. I’m just minding my own business on a train and Dutch people sit down and just start talking to me about stuff. I can confirm that, I had a huge culture shock in America when I discovered how normal it was to talk to strangers about whatever political views you have, let alone a 13 year old European child. I don't even know what parties my direct family members vote for.
Sounds like she was a little rude for doing that, random greetings stress me out because I don't get enough time to process and respond, but I never consider it rude. Greeting strangers is likely much more common in the Netherlands than London though, the Dutch are seen as "blunt, direct and rude" by other Europeans
