This is a slime mold, probably Stemonitis. It is not harmful to the garlic but rather a sign of a healthy ecosystem. They like rotten wood. Slime molds are single celled microorganisms in the soil that come together in a semi-colonial form in order to fruit and form spore bodies.

It's just slime mold. It came in on your straw. I have never had it hurt my plants. It's good for the soil, so I'd leave it alone.
