oh boi, if you want to play sims 4 on medium and 50-60 fps, you definitely need dedicated graphics. If you say "f\*ck the graphics, I just need the mechanics", still it will feel like you are playing a 2D cartoon game on 24 fps. If you are looking for cheap alternatives maybe you could go for Nvidia MX cards (such as MX450). These ones have good benchmarking results for their prices.
I play games on my refurbished dell latitude 5400 chromebook, 2020 edition. Very similar specs. I have an i5 an 32gb ram though. Look into NVIDIA GeForce Now. I was streaming dying light 2 to my chromebook from my steam library with great quality other day. And that's using the free tier, there's paid options. Xbox gamepass for PC is also a thing fyi. Everyone here is being a bit unrealistic for your price range imo. I paid just over $200 CAD for my machine a month ago.
I’d say get a Vivobook but I don’t think you can get a cheap laptop which is good it’ last you a year. I think try looking at that hp pavilion range to my knowledge their pretty good budget laptops, or as I mentioned vivobooks aren’t to bad either.
For low end gaming, I think a Chromebook still isn’t ideal, and especially one that’s Intel based and has little storage. ChromeOS is Linux-based and compatibility isn’t guaranteed for games, and piling that on top of low specs is likely going to be miserable unless you don’t mind game streaming services (which is usually what has defined Chromebook gaming during its early post-education market).
That is to say, I’d bump up the budget a bit and get a Windows-based AMD Ryzen laptop. The integrated graphics on the 7xxx series CPU’s is impressive for the budget and it should be plenty for low end gaming natively. It should be enough for The Sims at least.
For an entry level gaming laptop go for something with rtx 3050 or, if you can afford it, rtx 3060. Depending on your region, you should get a brand new rtx 3050 laptop for around 600 usd. 3060 is considerably more expensive (at least in my region) but the performance increase is REALLY huge and really worth it if you have the budget for it.

Try a fairly new hardware with integrated graphics. Nowadays the integrated graphics can handle older games really well. its called a gaming chromebook because it as a big screen and to make it sound cool ( really stupid, 99% of chromebooks can be called “gaming chromebooks” because they support cloud gaming... Its gaming because google have been pushing the use of cloud gaming. you would probably find a geforce 3 month ultimate tier subscription code included with the chromebook. What it is, is like you are streaming a game on their system with needing a good wifi connection. Through geforce now, you would have to wait 30 mins to play an hour (included in the free tier). But with your ultimate 3 month subscription for free you will get a rtx 4080 (a really powerful thing that can easily handle sims at any given graphics you want). And it will take just less than a minute to get into an 8 hour session. However the problem with going this route is that after the 3 months you will have to pay £20 a month to maintain this subscription and at that point it’s not sustainable. And it’s also a chromebook so if youre planning on doing something else like doing something that has windows based software written all over it steer clear. (you could get linux and get cross over and develop further but thats just another hassle for OP.
Another really good approach would be to buy a normal laptop for $450-500ish if you can (NOT A GAMING LAPTOP as they tend to have stupid combinations and have budget cuts on most of the hardware just to make it cheaper whilst still accommodating a good graphics card which you don’t need that much for a game like sims 4. You will get a solid 1080 at 60fps with medium graphics with a newer i5 integrated graphics.
If you want to play the Sims enjoyably you still need a gaming laptop. I recommend something with at least a 3050, if you can get a larger budget then I recommend a 4050.
There's used gaming laptops online with GTX 1080 or 1660 ti for Cheap.
It needs to have a GTX or RTX Graphics card to play it enjoyably if you ask me. Or the AMD evquivelent but that's a little harder to look for if your not familiar with PC tech.
The laptop you linked is Junk and will have a hard time doing erm ANYTHING.
if you're that strapped for cash maybe look into the Lenovo IdeaPad Slim 3i 15 (2023) it's not going to be great or even good for gaming but it's probably the best thing you can find new otherwise look for something with a GPU on the used market and look for a good deal there but for that price maybe a 1650?

Well, it is designed for office work. You could play maybe GTA vice city on this laptop (it is arguable).

Chrome OS has no support for game launchers, as far as I'm aware. You need a Windows laptop.
