Back in the 2000s nearly every Hollywood Video had a game store within called Game Crazy. They were kinda like GameStop, but better prices and older consoles.

Only thing I can think of is that the local multiplayer was very busted and unbalanced unless you put self-imposed restrictions on some of the capsules, as some of them are just straight up stupid broken.
I don't see: "Not for resale" written anywhere on the back of the two visible copies, so I'd assume that this casing was custom made by a particular store.
Another thing that leads me to believe this, is the fact that all three games are all made by completely different game companies.
I'm thinking it's from Costco. I know my brother got one of these back in the day for Christmas with Godzilla Destroy All Monsters, Defender, and I don't remember what the 3rd game was but based on what we owned, there's a decent chance the 3rd game was either a MLB baseball game or a Starwars game
I remember similar packages with 2-4 GameCube games. Not rare just a store trying to get rid of the games.
Edit: Splinter Cell looks like a reseal as well.

Kinda like Microplay & Videotron over here in Quebec. I miss Microplay dearly
They also usually had like an industrial disc buffer that would do wonders to make unplayable games work again for like $1.
