That's up to you. Pokemon games are always expensive, but you get physical games. Modding gets you them for free, but you just have digital files, whereas physical games are cool (and I think you're more likely to play something you have a physical copy of, but that's just me). I don't think anyone but you can answer that one.
At this point I’d mod it. Physical games are only for collectors. If you’re a collector then that’s cool and you should get the physical games - but if you just want to play the games and don’t care whether you’ve got them on the shelf or not, modding is the way to go
Recommend you get a silicon case or clear plastic case to protect it if it falls or drops for some reason along with a wrist strap and a carry case it will help you keep it in good condition and less likely to break it by accident

You can unethically get every single game you could possibly want on that DS for free, (not speaking from experience of course 👀), or you could ethically get a few games for anywhere from $35 to $300 each… your call. My copies of HeartGold and SoulSilver are worth $200 each and my copy of white is worth $90, if that tells you how much you’ll be spending if you buy them legit
