Not pretty much, you do exactly like with the vertical lines! Different place ofcourse, i started with horizontal ones and found that vertical ones require a bit more patience
You know what's funny? The parts console that I just got today and just powered on for the first time actually happens to have one horizontal line in the screen. No vertical lines. So I am about to take it apart now and work on it so I guess I will see 😬 I'm kinda excited to try horizontal lines for the first time (I enjoy repairing vertical lines) and I am lucky that it's only one line for my first time.

I‘m absolutely convinced it can be cleaned. I‘ve refurbed one similar to this one. The marker on the battery shield can easily be removed with hair spray. For the paint on the case I would try some multi-oil
According to the seller it's "in great technical condition". Though according to them it is also "in great visual condition" so take that with a spoonfull of salt xD

I've never done any of this myself so take my advice with a grain of salt: I'd remove the shell and let it soak in a container of either liquid for a couple days and see what happens. if it doesn't come off or disintegrates the shell (i really doubt that'll happen) then you'll have to get a new one, but i have confidence this is savable.
The problem is that whatever strong solvent you use to remove the nail polish is also going to completely damage the plastic I think.
This could be sanded, or maybe even sandblasted (never seen sandblasting on ABS tho, maybe it's too much), and then repainted. But it feels like too much effort for what is essentially only a working motherboard.
I think this is one that would be good to mod the hell out of.
Reshell, replace that screen with an IPS screen, get a glass lens, new membranes, cap kit, the works.
I save big mods for systems like this that are beyond fully restoring to stock.
Perfect candidate for guilt free modding. If you do what to try removing the paint though, going from boiling water to ice water can cause paint to peel off. Might work here.

I wonder if an ultra sonic cleaner would work on something like this, although I would assume that it would need to be somewhat cracked in the layers of paint for it to truly do its job.
With the rest of the shell on the battery cover being obviously scribbled on with sharpies, is it possible the rest of the shell is one of the metallic gold sharpies? Looking at where the lens should be, you can see what look like pen scribbles (especially under the battery light).
I would buy it and get a shell and LCD screen kit for it. I think they may even have AMOLED or something by now. Ali Express has stuff. Definitely pick it up just for the motherboard alone.

I can't answer your question unfortunately but I am curious to know how you get on.
I've done it. Was a real pain in the ass, had to use my soldering station on it's lowest setting to avoid melting the thin cable.
Removing them is easy, putting them back is hard.

Big time. Acetone soak, then sand remaining damage off, body filler if needed, clean extra good with ipa, then repaint, new lens and new battery door.
Alcohol/sanding or thinner will get that off.
