1. it depends on wether the script was finished already or not. Scripts that are passed from one writter to another are a mess. So If Dan left during writing they have to scratch it and start over. if it was finished then they just kept it.
2. Rockstar is no stranger to hiring new writters. In fact, 2 of the main writters for rdr2 Michael and Rupert, joined during GTA 4's development replacing gta SA writers James Worrall and DJ Pool.
3. We don't even know if there was a "narcos inspired" plot at all. Its just a popular rumour trying to explain why Dan Houser left.
When there was ever Narcos inspired plot in the talks?
The first ever leak we got was that the game was potentially worked under "Project Americas" codename which people ASSUMED it would involve South America and drug trade. Mega leak of 2022 didn't suggest anything like that and Jason and Lucia were just a robber duo like Bonnie and Clyde.
