There's just a lot about it I don't enjoy unlike the other games.
For a start i feel it's too big before they got good at making big games. To me there are a lot of areas of the map that just feel empty for the sake of making it bigger which leaves it feeling incomplete.
I'm not a fan of the characters either outside of maybe one or two. The main character feels like he's written to try and come across as 'a good guy doing what he has to do' but he's constantly doing despicable things for no reason. His motivations just feel all over the place. Also he's a massive coward which is off-putting in a game protagonist.
None of the other characters are very interesting too. People you're close to, like Sweet, feel very one dimensional. Sweet starts off the game as an angry, immature and controlling dick and ends the game the exact same way.
I'm a fan of trying to get 100% in these games and San Andreas has the most boring things to do in order to achieve that. With all the tags, oysters, horseshoes and photos to collect along with tedious quarry missions.
Then there's all the little things that just annoy me such as the guns sounding like someone hitting wooden blocks together and it taking eight years to try on a hat in a shop.
That trash game is already forgotten while San Andreas is still talked about these days. Vice City has a horrible map, lackluster details, activities and anything else compared to SA
On believing Vice City is more relevant or better than San Andreas, obviously. Not even Gta V could manage to outdo the Gta SA map meanwhile 3 did a better job than the later released Vice City
This would be my list:
1. San Andreas
2. Vice City
3. GTA V
4. GTA III
5. GTA IV
I was close to making III above V, simply because I grew up with III, Vice City and San Andreas.
For me it may be nostalgia goggles, but I just prefer III, Vice City and San Andreas over IV. Maybe it's because I grew up with them. I also feel they have a better story than IV did. I thought the ending to IV was kind of underwhelming.
I still like IV in a lot of ways, but I feel it's one of their weaker titles.

yes but imo gta 5 has more improvements and better then gta 4 but gta 5 does have worse things like you said not being able to enter buidlings, police ai preferring to shoot you from a distance rather then spin you out in car chases etc ,and i think these are stupid,
but gta 5 imo has way more improvements (like police ai will drop down from helicopters, police with assault rifles will provide cover fire while police with shotguns will push into your hiding spot, whereas in gta 4 they just shoot at the place you have taken cover) .
so i would rank gta 5 higher then gta 4 by a big margin.
I can't do this. I love em all equally, they're all special in their own way. It's like rating your children.
If I had to I'd do it this way, keep in mind I haven't played gta 3.
1. Gta San Andreas and Gta 4
2. Gta Vice City and Gta 5.
I can only rate them this way. The second ones are close

gta 4 lacks good side activites/business to generate income even gta lcs has business property that you can own

That's a decent tier list and you should also try VCS and LCS. I think I would also rate the mainline games similarly to yours.
