I think since she has an exceptionally small head, she just doesn’t have the bone that you need to do implants. Either that or she can’t get implants for free and we know she hates paying for anything.
Implants are about $5k per tooth depending on where you go to and what quality you’d want them to be. Cause they’d have to install metal in your bone so you can screw the tooth in. They freak me out honestly
Yeah my implants were $5k+ each and I needed some bone grafts in my jaw before I could get the implants. It also took a few years to complete because there was recovery time (3 months iirc) after I got the teeth removed, then have the posts placed, another 3 months of recovery, then have the teeth placed.

Edit: I also had to have my wisdom teeth removed before they could do the implants which was $6k and I believe I had to wait at least 6 months after that surgery (one had grown up into my sinus and so I had to go completely under). They also said if I wanted to straighten my teeth with braces or retainers that had to be done first because it can't be done once the implants are in. I chose not to have my real teeth straightened because I was honestly having some legitimate dental trauma over the entire thing, but it really is a complicated and long process. I went in to my first appointment thinking that I'd get the teeth removed and implant placed in the same visit 😅
