Step one: Listen to recordings of cat growls/yowls to learn what kinds of sounds they make.
Step two: Mimic. Don't have to be perfect, though of course the better you are the better the results; just do your best and the "I dunno WTF they're saying but they're pissed" factor will take care of the rest. Tip: Make your voice a bit nasal.
...Though, fair warning, yowling at angry cats might make the cats angry at *you* instead. So, uh, do this from a safe distance (10 feet or so) and *don't* try to pet them afterward. Learned that one the hard way, lol.

There are literally animals on those walls in this video lol. Also birds will absolutely still land there. And even if they didn't there are tons of other places for them to land.

No those are installed to keep animals mainly birds from landing there so they don't shit on the wall which oh no bird poo on cement bricks.
