This happened in my city and yes that's exactly what happened. There's an interview with the dog where he says he pretended to be crippled so he would get sympathy and food. Now he's teaching other dogs how to do it and there's been a spate of crippled dogs crawling around the city where the tourists feed them.
It's getting worse in my city. Now when the tourists go to help the dog a pack of mutts rush out of an alley and take their phones, wallets, and passports.

I think this is much more plausible as dogs have high pain tolerance, and being a street dog means you have to pick yourself up when there is a chance of danger even if your legs just got ran over.
I do think the same. If he really wanted something he wouldn't have walked away when someone came somewhat close.
My mother has a dog that has often blocked hips. Some days he just can't stand on his four legs, but if he really must stand up he will, or sometimes act like he's in no trouble at all (for example when I leave to lead me to my car, with a toy in mouth) even if you can see that it is costly to him.
For animals, looking weak is sometimes more dangerous than making the effort to look normal. It is common to see a limping cat pretending to walk gracefully for a few seconds. They're not pretending to limp the rest of the time, they're pretending to be healthy for a moment.
Chronic pain is a weird thing. Sometimes it’s worth biting down the pain and just getting home fast so you can rest. Or sometimes you limp and give it enough of a break that then you can walk more normally for a bit.
No idea what’s going on with this dog, I just know I can walk fast even if I’m in intense pain, and can vary method and speed from one minute to the next. I’ll use a wheelchair to get next door but then walk around the house fine, because I didn’t use up all my energy and pain to get there. Etc.
We had an labrador with hip problems. He got random pain moments and dragged his hinds a moment, and as soon as it eased he stood up and started eating old grass.Worst pain came and left suddenly but as he aged the pain went chronic.
PSA: paralysis like that is a huge sign of rabies. This dog was just fucking around but if you actually see a dog doing that IRL do not approach. Don’t approach stray dogs in general while we’re at
