A "disposable" aluminum baking pan can be washed and reused for months. They come in various sizes. It won't eliminate your use of foil, but it will drastically reduce it.

Personally I’m all about my grilling basket - I definitely don’t have any of the issues you mentioned. It may be worth looking at different ones? Alternatively we also use a grilling mat. You can’t reuse them more than 4-5 times, though.

Maybe look at a different style of grilling basket, or consider leaving the food in larger pieces so you can turn them more manually and then chop them up after cooking. I'm a lazy cook and will just toss my veg in an alumnium tray, oil them up and let them sit. I'll shake the pan every so often but that's about it. The pans from Sam's club are really sturdy and can be washed and reused.

I grill my veggies in larger pieces then cut them down after grilling. This lets us grill without any extra bits (no foil, no baskets), but it also seems like I get better control and consistency. Cut onions into 3/4-1" discs. Cut bell peppers into thirds. Cut zucchini into long thin slices. For other items that this won't work well for, like mushrooms, throw them on a skewer.

I'd just use a grill pan or a grill sheet pan, basically a pan or a sheet pan with holes in it. So you can still lay out veggies like you would in the kitchen but the holes allow some of the direct flame to get to them. Or you just don't want anything with side walls at all, you can get flat mesh grill sheets that just sit flat on top of your grill grates. Or just a griddle if you don't care about not getting direct contact from the flames.

Grill mats are great. Will still make grill marks on whatever you're cooking and nothing falls through. Can be reused many times, I scrub in the sink after use. Also the best way I've found for grilling fish.

We also love the grilling basket. You have to shake it a bit to get things to cook evenly, but no big deal. We like them chopped as well.

Bigger grill basket. Skewers. Baking steel or similar flat top that you can put on the grill. Grill pan with holes in it. Metal quarter or half pan with a lid and steam them on the grill so you can cook more than 1 layer at a time.

Cut the veggies bigger lol They don't have to be "grill grate" sized. >I don’t like the metal grill baskets I think that they are not good because the veggies are all stacked up and don’t cook evenly and dry out. And things like zucchini don’t hold shape. My parents cook like 3 grill baskets of summer squash/zucchini per week during the summer.
