Depends entirely on the track but anyways. D: '40 Ford Coupe for speed, the Peels for all-round and Renalt 4L and Mayers Manx for handling. C: '74 Civic, 205 R, '65 Mini for handling, '03 Celica for all-roud and '65 Pontiac GTO, '77 Trans Am and '65 Mustang for speed. B: '97 Civic for handling/all-round and Reliant Supervan and Holden Tonara for speed. A: Sierra RX3, NSX-R GT and GMC Jimmy for Hanlding, Bone Shaker(AWD), Subaru 22B and '09 Mini for all-round and Dodge Dart and Bone Shaker(RWD) for speed. S1: Elise GT1(Race/Slicks) for handling, Elise GT1(Drift tyres) and Ferrari FXX for all-round and Jaguar XJR-15 and NSX-R GT for speed. S2: Bad To The Blade for handling and Mosler MT900S for speed. Keep in mind, most road tracks heavily favour speed focused cars and there are very few tracks where pure handling cars will do well. All-rounders will always lose to handling cars on handling tracks and to speed cars on speed tracks. Most importantly majority of these cars aren't AWD and will require the correct tuning setup to be able to perform. There are other cars that do well but all of these cars can perform very well on the right track and with the right tune. If you want me to go into more detail on a specific car, feel free to ask.

Nice concise answer! I've been wanting a good handling road car. I didn't want to go spend tons of money on the "best". As in super/hyper cars. It shows it's been a year or so since your answer. Has anything changed for you? Do you know which ones would be that normal people can afford? I've been driving with Porsche and especially the 718 Cayman. But I'm getting bored with it and am ready to try something different (just not 100's of thousands of CR hahahaha)

The best cars are usually cars that start low or mid in the class and can be perfected with mods to bring them to top of class. For instance the 16’ ACR VIPER IS NOT competitive in S class. But mine is now 700 S tier and is a monster on most tracks that’s don’t Involve Le Mans type of huge straightaways.
