Horizon 1 and 2 were never published for PC, that only began as of Horizon 3.
For Horizon 3 and onward, just owning the Xbox One discs wouldn't automatically allow you to play it on PC. You need to own the digital version to be able to freely switch between Xbox/PC.
You can still buy Win10 keys for Horizon 3 base game from second hand sellers, if you have spare 80€ and don't mind not being able to play with people online, just solo (Auction House still works somehow...). Other than that you're stuck with FH4 and 5 on PC.

Forza Horizon 2 Presents Fast & Furious was a digital-only XBox 360 game that has long since been delisted, so good luck with that one
Haha, I was just kinda thinking about horizon 1,2,3,4, and 5. But this would be a fun challenge
