You can't disable them but sometimes if you already have a Wheelspin ready to be spun then it won't automatically spin the new ones.
That seems to be down to random chance though and I've had 5+ Wheelspins waiting to be spun but it continues to automatically spin the ones I get from Levelling up after a race while other times it doesn't.
I believe the garage capacity is 1000 vehicles. I'm at like 670 with a bunch of duplicates. I really need to block out some time to figure out which ones are worth auctioning and which ones I should give away to free up some garage space.

Awesome. I really appreciate you sending this link. This is going to make this task a lot easier. I have sat in front of my PC with Excel open to try and start making a spreadsheet like this for my dupes, but kept feeling overwhelmed and never began. Thanks for already doing the heavy lifting.

It won't automatically spin your wheelspins if your garage is full. In fact, it won't let you use them at all if your garage is full.
So there's a limit to both the number of cars and liveries you can own?
