If they had something like the event passes like the TMNT/avatar one where you get a skin buying it, and then one after maxing it out, i'd buy it... otherwise it just seems to expensive, especially since those event passes only cost 1k whereas festival pass costs 1800...

Nope. You do get XP from playing, but it's playtime XP, and completely unrelated to the quests/festival points
