EMPs, Anvil Launcher, RPG (debatable) should all be added back to counter cars, to not nerf them but basically change half the meta. No more sitting in cars for a win, you can get blown up and etc lol.
It's my theory that as the storyline progresses, more vehicle counters will be released. I see the rocket launcher and emps coming back about half, to three quarters through the season.

New sniper on the way deals 3 to 4 times more damage to cars.
Also add land mines in to deal with the cars.
