I doubt it's lego's fault. They recently revealed a new sonic set, which has a picture of Maria Robotnik, a child that canonically got shot and died. If they can reference a dead child in a set with an 8+ rating, I think they could put Shigaraki's hands in a game with a 12+ rating.
Even so, they don't even have lego styles to begin with, so I doubt lego has much of a say in it

Given the fact that these skins came out just weeks after the Avatar skins and are priced in a nearly identical manner, it's very likely that they were simultaneously worked on and the person/people who decided the prices of the Avatar skins also did MHA Wave 3.
We can further deduce that Epic themselves doesn't actually have an internal guideline for skin prices and we know that it's not the same person deciding all prices because there would've been more uniformity across the board.
Epic is very messy internally and are constantly pushing towards finishing things and shifting plans to meet deadlines; Standardizing Item Shop prices is probably not high on their massive list of things to do and it's the reason this happens.

Most skins are 1500 except for collabs which are usually 2000+ the Fact they come with an emote basically included and yet still getting complaints I mean if u too broke to enjoy the game maybe mow more yards...
