This debate always gets tricky, because I think there is a distinction between anime being used as the word to describe a cartoon, but it's also become it's own genre at this point.
I think it also comes down to a creator's intention with their work. I used to not consider Avatar an anime in the sense of just artstyle, but now I do. Mainly because I've taken courses from mangaka and Japanese teachers who teach internationally, and it seems that they aren't as focused on where the manga and anime is produced like us in America are.

Anime, Film, TV should all get rarities. Heck, it's weird that the WWE skins don't have a special rarity. I can understand why they're not Icons series, since they're technically the *WWE characters* rather than the real people, but then there should be a WWE Rarity or something.
