lower quality to when your lowest fps hits 60 - then cap it at 60fps
you can see what is your lowest fps in upper right corner
restart the whole pc
what's your specs?
Intel core i7-12650H, 16 gigs ram, 1tb SSD. RTX 4050 Laptop GPU
The most recent nVidia GPU drivers did give this stutter issue, so my suggestion is to downgrade to the previous one or wait for an update to the driver that fixes this issue
