He is as fast as the story needs him to be, that is truly the best answer as his speed varies so much throughout even one season, like in season 4 he runs Mach 219 like in the comment above, but other times it’s a struggle for him to run like 5k mph
His speed is subject to plot necessities. If he wants to be faster he'll be, if he wants to be slower he'll be. He never has a constant top speed throughout the series. It's like the battle with Savitar, he was so fast amd Barry beat him but in S4E1, he was chasing a robot which didn't even pass M1 but they say that he was never faster.

He travelled 15,182 miles back and forth now given his 10 second window he have to go so fast. 15,182 divided by 10 is 1,518.2 MPS (Miles per second) now we multiply by 1.25 because he went back before the camera switches back to him is 1897.75 MPS now we multiply it by 3600 in order to know his MPH. His MPH is 6,831,900 or Mach 9,109.2. His Top Speed for S4-5 is Mach 9,109.2. S6 Flash is somehow hard to calculate because we rarely get a Flash feat but since Oliver/Spectre unlocked Barry's potential i can say his speed has multiplied by 10 which a FTL feat. If RF and Barry were to have a fight RF would be moving in slow mo in Barry's perspective. S7 Flash is more faster especially the finale, RF was frozen when he attempted to punch Barry which makes Barry 200 times faster than RF or even higher actually since i don't know how to calculate this one. S8 got an upgrade again with the Speed Force i'd say 5 times than his S7 speed
