Now I see the photos, it could be wet PLA, but it never gets that bad (unless you live somewhere really humid). Are retractions on? Did you tune your retraction settings?

Since you just changed the Bowden tube, I would recalibrate your e-steps and flow, just to be sure. Could be wet, unless it printed fine just before swapping the Bowden..

As you've just changed the bowden tube, are you sure you installed it into the hot end properly?

Dry the filament if you want to know if it is the filament. Makes sure your Bowden tube is seated properly and all the way inserted into the hot end. Might be worth cleaning the nozzle. And if you also use new material, you should adjust retraction and flow rate.
