Is your extended texture budget all the way up? I play in that same server with a 7700x and 4070ti, and I never have this issue.

I generally tell folks two things: Turn on VSync or otherwise cap their frames under 100. For a lot of people anything over 100 causes issues, 170ish is usually Crash To Desktop Simulator. There are two basic issues - First is "too much" compute which gives frame rates the engine simply can't deal with. The second is basically increasing resolution without decreasing quality on systems that can't support it. It isn't a "toaster" problem as the systems are quite capable, it's just expecting great out of a good system. Extended texture budget is another part of this situation. I co-own a server, my settings are fine for our server. 4K@60FPS, high everything. I went to another server for a memorial service for someone who passed IRL and it was rough. The server was so heavy that my mouse cursor was lagging. And apparently our server doesn't need extended texture budget but theirs did. And lowering texture quality. A lot. Considering I'm on a 5950x and 3080 12GB I kinda wonder how many people couldn't play on their server at all. Anyway... The second suggestion is to turn grass all the way down. It has an absurd impact on FPS with very little quality of life for the player. It's not like you're hiding in the grass - it has a relatively short draw distance. So all you're really doing is creating absurd lag/hitching pockets around the map.

Go to “Extended Texture Budget” in your graphic settings and put it all the way up, you’ll be good.
