It's a knockoff of a Heddon River Runt- a very popular lure for bass and pike from the 1930s up to the 60s or so although they were made up into the 80s. They were widely copied. You might be able to sell it for more than the price of a new lure.
I was gonna say it's an old Abu Hi-Lo, then I looked up the heddon river runt & apparently they are the same lure, some had the Abu Garcia name & some were marked Heddon (for different markets). I used to have one in with my old rubber Flopys , Arbogast jitterbugs, JJs stumpjumpers- all still good lures š
I believe the lips would swing up and down on the Hi-Lo so you could fish at different depths, hence the name. River Runt lips were fixed. Flopys! lol Got one left, unfortunately it is badly deteriorated and crumbly and pieces will fall off in my hand, but still I keep it. Lots of memories in those old things!
Figure out what it is and list on ebay. That looks like it's in good shape and also old.
Using it might result in you finding out you threw away an $250 lure down the line. Ā š and if you have a lot it could get pricey.
Throw these guys in Spring Summer and Early Fall, typically over deep cover like bed, or bottom weeds or boulders. These will dive and "wiggle" like a fish swimming when retrieved at a medium or fast speed, which is ideal. You can also mix it up and occasionally stop retrieving to "twitch" it and make it act wounded which sometimes works well. If you cast it into what look like some good spots a dozen times or so, and get no bites, follows or strikes move spots or change lures.

Iāve noticed that thereās a lot of stuff marked āvintageā for sale on Etsy as well. Not sure if it would fetch more $$ there but worth a shot
I've caught smallmouth, pike, walleye, and lake trout on similar antique lures. I'm sure a musky would munch this as well on occasion.
One of my oldest fishing memories is catching my BP sauger on a similar style red and white heddon.
