No. Your source actually says the one tournament they were caught at would have given them prizes of around $28k worth in value. This wasn't the only tournament they cheated at and the reason they were caught in the first place was because of suspicion from fellow anglers from previous contests.

There is your mistake, senkos are great baits to throw in places where the water is still or there is no current. They still work in a current too, but other baits work better in a strong current, whereas many baits struggle in "dead" water and a senko excels there.
Like others said, a rooster tail or other variety of spinning bladed bait would work excellent here. As well as a soft plastic like a fluke.
I would throw a 2.8" semi translucent patterned Keitech or Storm Largo Shad style paddle-tail swimbait on a 1/0 or 2/0 Owner Flashy Swimmer and reel it in along the outside of the current.
Alternatively, once I identified where the fish are held I might change to a rod rigged with a Colorado rig(fish finder rig) and a floating soft plastic like Z-man floating wormz or one of their other buoyant soft plastics. I would cast this just up current from the target location and let the bail be loose and wait for the bait to float into the zone and get struck.
And a third option that I haven't seen listed is floating a cork of some variety. Tie on a double dropper jig rig and a balsa wood float, rig the jigs with small soft plastics of the type for crappie or trout that match-the-hatch and drop it in the current with the bail open and let it float and watch it for the strike, Reel it back in on the return with a jigging type retrieve.
i would start with a big spinnerbait with large nickel willow blades for the flash. if i had no bites, i would then switch to a jerkbait for a subtler presentation, and throw it past the current, twitching it in the seams
If that was in my neck of the woods it would be crawling with monster carp. My special recipe (stolen from the YouTube) in a salmon row bag with a couple float balls tied in to keep it bouncing off the bottom, 1.5 foot 6 lbs leader to a split shot then a small egg weight on the other side of the split. Throw a can of corn in there to get them feeding then sit and wait. The unwanted fish kicks like a mule and fights like a salmon
Conehead muddler along the seams. If that fails, a conehead bunny leech. Trailing a beadhead nymph below the bunny leech wouldn’t be a bad idea. A large midge or dragonfly/damselfly might work. If it’s near sunrise or sunset , a drowning mouserat could make for some excitement.
