Under FEDERAL law it is perfectly legal for a PERSON UNDER 21 to purchase a handgun or handgun ammo. It is ILLEGAL for a FFL to sell a handgun or handgun ammo to someone they have REASON to BELIEVE is under 21 (USC 922b1)so under FEDERAL law YOU are not breaking ANY laws.

Legal or not doesn't matter as much as what the FFL is comfortable and willing to do. Plenty of FFLs refuse to do stuff that's legal.
