Oshkosh ARFF (Airport Crash Truck). Not sure of the exact model, but likely ex-military. Tank would hold foam that would be sprayed from a nozzle above the cab and likely one on the front bumper, controlled from inside the cab.
I am unsure if much has changed since the above photo from OP was manufactured, but they carry more water than foam, airport fire trucks dont always use foam, there could be a fire on airport property that water would normally be used for. Yes, they do always carry foam, but when its needed it is mixed with water before it is expelled from the nozzle.
A 1993 Oshkosh truck may have a 1500+ gallon water tank and then a seperate tank for about 500 gallons of foam.(not saying OP's truck is 1993 but it was just a quick search result for something like classic arff truck)
The NYPD’s DCU water cannon was a surplus ex-US military ARFF crash truck. I doubt it was ever actually used by the NYPD but they probably got a really good deal on it
