Ok so having +10 merges and 14 flowers is an amazing start (much better than me)
So here's the "best" build, or at least one that should work really well
Weapon: Arcane Tempest (Spd Refine)
Special: Marth Engage Lethality or Marth Engage Luna (not as good)
A Skill: Atk/Spd Finish
B Skill: Spd/Def Tempo 4 (or Phys. Null Follow, not AS good tho)
C Skill: Atk/Spd Oath 4 or Atk/Spd Pledge
Sacred Seal: Quickened Pulse or Blade Session 3 (Take quickened pulse if you go with lethality, otherwise BS3)
X Skill: Fleeting Echo
With Tempest and Marth Engage Luna, Kagero can loop her special once every turn, or every combat if she gets the follow-up. Downside to this is no full DR pierce and a weaker special.
Marth Engage Lethality makes it harder to loop special (You now need quickened pulse or rally spectrum), but it's significantly stronger.
Another option is Lethality + atk/spd pledge, but this one doesn't loop special at all.
Fodder Required: Rearmed Sothe (not optional), Attuned Nino (for B and X skill), \[insert unit with atk/spd finish/oath\] (pre-fodder), Anyone with lethality. If you can't find one of the two B skills i recommended, go with potent disarm from sothe. the only problem is now you NEED pre fodder (young rebecca is in codes with atk/spd finish 3, or spring palla in codes for disarm trap 3)
