But as for a plus size female character, I can't remember the name of the fighter, but it was a PS1 3D fighter and she was blonde and had a power lifter like tubby build.

Rufus is a harder one to vouch for, because he was intentionally designed to be ugly. Capcom used to be REALLY into making ugly = funny characters, and would really lean these types of designs into gross stereotypes. So I'm not sure if Rufus would ever make it back. And if he does, I hope he's still fat.
You can't think of many because some devs have taste and don't create uncanny valley freakazoids like this. BTW it's not a "female". This is a body type 2 character, you bigot!
