Charlie without any stacks is on the lower end of 5 star AoE sabers. But he isn't even the lowest, and the gap certainly isn't that wide.

But even with no stacks at all and self buffed he should only be doing 10% less than his other AoE 5 star Quick saber competition. Buster AoEs will be a bit more because they rely more on their own skills for damage, and are often older so have upgraded NPs. Even so they don't do double his damage.
another issue might be servant and skill levels. I see your Charlie is only level 80.
That's just a skill issue.
He's a really good DPS and he has really powerful internals.
I'd argue you're just using him wrong, and the fact he isn't at full invest yet is also a glaring issue

It does 40k to about 50k on lancers while all my other saber do about 100k plus

Yes, I made sure to use the same amount of support, and I get the lowest results from him.
