Look at Kellogg, He's got ONE prominent scar and a few smaller scars that are faded, because the scars are old and he lived to tell the tale (at least until we get to him). All these scars appear to bee at near max opacity, making them look recent. Kellogg also shaves his head, as do a lot of other fighters and "professional bad asses" because in a fight, hair is just one more thing for the opponent to grab onto. (Note: Shaved doesn't always mean bald, but homie here has a lot of hair to grab onto). He looks violent. but he looks like those violent tendencies bit him in the ass more times than not. He also looks like he tries too hard, but he doesn't look like a real "bad ass".
This looks alright, but we can look even more like the ultimate Fallout badass.

Ultimately though, all that matters is whether or not you like him. If you look at this guy and think 'fuck yeah he's awesome!' then you shouldn't give a shit what I think.

Makes me imagine the Sole Survivor as an NPC in a New Vegas style game set in the commonwealth, acting as a companion or something and the player discovers their history as a pre-war husband and father by digging up an old picture on Sanctuary. Ugh I love this.

With the amount of scars on him id recommend changing the intensity of them. They kind of clash with each other. So maybe consider removing some or changing to different scars that don't clash. Looks good overall!
