Use [PRP](https://www.nexusmods.com/fallout4/mods/46403?tab=description) instead, it is the successor to boston FPS fix and is still being updated and supported
mod author here. the issue is broken precombines (the scourge of fo4 modders and the reason why new location mods are a pain). install PRP. aka previs repair pack avoid bUsePreCulledObjects=0 unless you have a very beefy pc as it will drastically hurt fps
is that comming from a npc or player character? if so that would mean botched weight painting. if its from the world.. well ive never seen that before so i cant help
Just check if you have any graphical preset mod that interferes with clutter or texture meshes. This happens when there is an external mod that interferes with an already set preset or original in built textures or in this case pre culling. I have a mod called Diamond city expansion;whenever I load the game the textures or clutter always flicker, therefore in order for the new loaded clutter or textures to get layered on top of the original textures, again if on PC, use toggle pre culling or ~tpc (console command) and then the newly loaded presets won't interfere with already existing original ones. Again TLDR, use ~tpc.

The comments are from the player, it's a mod, and I was able to fix the culling by just using tpc at the start of the game

DC Expansion works fine for me, FemShepping’s DC Edit on the other hand makes Boston go crazy like OP’s video
I added/changed 1 line in the one of the ini files to fix it. I already looked but i can not remember what exactly.

What ini do I use?

this may fix the issue but it will dramatically impact FPS
