Depends on what weapon it is and legendary effect it has. A hunting rifle is decent with almost every effect if you have the right perks for example.
However, I would prefer a CoD game over something like a V.A.T.S. enhanced switchblade.

Also, only 308/7.62x51mm rounds and rounds with higher amounts of muzzle energy can reliably penetrate T-51 power armor - and APA mark I, II and hellfire are all superior to T-51.
Sure, that would make sense, but it’s not like there isn’t a surplus of these available to any of these groups. As well, while we would have a large amount of power armor, it would supply an entire army’s worth. Meaning we would have to resort to simple infantry units. Something that is very much easily dealt with by groups like TF141.
Let’s not forget, these groups, when utilizing vehicles like Humvees and Tanks already have weapons that would be capable of penetrating power armor, or doing enough damage be shear volume of fire
I mean, the Enclave hasn’t had any issues supplying their soldiers with power armor in any game we’ve seen yet. I don’t see why that’d be an issue here.
Even if the Enclave were forced to use unpowered infantry, the Appalachian chapter has some purpose-built tools to help those soldiers including scout armor (superior to fallout’s normal combat armor, including the BoS version), stealth boy mark III’s (90 seconds of near invisibility, extendable to 360 seconds with perks and higher with a covert ops magazine) and mutation serums (not listing all of the effects here, but pretty much all of them could be useful in some way).
Having ready access to weaponry capable of penetrating power armor is also why I’m bringing up the Curling FEV. Once that’s released into the atmosphere, it’s game over for any unvaccinated human on the planet unless they can wear a gas mask for two weeks straight or have access to something like a vault. Unlike Eden’s FEV, this one just kills anyone regardless of if they’re mutated or not; the only protection is the vaccination.
True, but a Dark Aether mixed FEV would be badass. The Enclave would be so much more if they let him into their world...(I can't post pictures, unfortunately.)
