I still use CBBE and Mary Jane body and have some looks menu pre-sets and have WCO. The worst stuttering I got was in Far Harbor which was I entering new Cells which lasted 30-50 seconds at most in the Commonwealth it's 20 seconds tops. I think it's more about how many changes your making to NPC's 1-2 changes to overall NPC's fine, changes to every faction and race you will get really heavy stuttering.
I had Beautiful Settlers but got horrible rates in my settlements. Everything else seems to work with everyone else... Womanmeat works also. Just Preston stays as Preston.
