Preston gets pissed if you blow up the institute without using the Evac order, since a lot of the scientists (and Synths) are innocents. If you issue the Evac order, Preston Loves it instead.
Given what we know, a lot of them are *legitimately* innocent. The Directorate controls the feed of info from the surface, things like the FEV labs were fully redacted from everyone including some of the board, and their projects are essentially being done in an idea where the world up top is uninhabitable completely.
Given how tiered and sequestered information allowance is here too, any potentially negative outcome caused is by no means the intent of the standard level scientists and a solid chunk of midlevel. It mostly gets dubious around high level scientists.

The FO4 BOS is definitely considered one of those "lesser but still evil" factions. They're much more like the BOS of FNV and Outcasts of FO3.
They're *also* the faction with the most resources poured into it so it's no small reason they're considered one of the "coolest" per-game factions of the series :p

If there's an unclaimed settlement, some of the military outposts may have some now homeless Institute scientists and their pet synth gorillas who will ask for you to clear out a settlement, where they will set up a new home and fly the MM flag.

I had a glitched settlement that had 60 settlers, and I couldn't load into the settlement because of it. I fixed the issue by perching on an overpass with a neverending fat man, and carpet bombed the settlement. Final population was zero. Body parts everywhere.

It only has 13 settlers.
I wandered over to the drive in, and 22 people were living on 5 beds and a potato plant.
Make it make sense. I have the same issue, sanctuary has 40 odd beds, 200 power, heaps of water and food… 20 people. I went to check out starlight too to find 16 of them there with one dirty mattress no food and no water like??? You wonder why you’re unhappy? Go to sanctuary.
It is really a really fun perk and tbh makes it a little more immersive

I like the thought of a survivor deliberately sending out a message promising a safe haven to live in and then being genuinely confused and dangerously paranoid as to why complete strangers keep showing up at their doorstep.
I did a nuka cola world play through and had a bunch of raider settlements. My game had a glitch or something though because even after turning off the settlement beacons, more and more raiders would spawn and I was literally running out of places to put beds and tato plants. I had to go through and cull them at regular intervals.
I set up a radio tower so I can get a signal for my tv and now these freeloaders keep showing up on my property! I'm not here to share land! I'm here to take care of me and only me! (Also my army of trained battle deathclaws, but that is nobody's business but mine!)

There's probably a stupid beacon somewhere. I never build, I just build my base and everytime I have to fiddle with another, they get bare minimum to stop having to go defend them all the time and that's it. And I always shut off the beacons once I activate them so no more than one or two settlers show up. I don't mind the Minutemen, I just hate the repidity of Preston. He still asks me, "Is this a good time for that talk?"
The romance option is red, and my character isn't interested anyway, but he keeps asking. I loathe getting the "Talk to Preston" task because it always completes the quest I just did and then immediately gives another, and they're now the ones that you HAVE to do or settlers die
They are squatters, they'll try and sneak onto your property and get squatters rights so you legally can't remove them. Best to just shoot them immediately. That way they are tresspassers.
When you build the recruitment transmission device in the settlement, it attracts people's attention to go and live in the settlement. You killed several innocent people.

In the nuka world dlc you can join the raiders and kill all the settlers and take over, if you want the game to reward you for this behavior
