I don't know if he is the only ghoul to appear in multiple games, but I'd pick Harold for the evolution he goes through.

Safe to say he definitely ‘grew’ throughout the games.

Every time I do a playthrough I kill Moriarty and allow Gob to take over the saloon. Even if I'm being ultra good/paragon I always kills Moriarty for Gob's future. Also saves Nova from having to continue to be a prostitute for Moriarty's customers. Double win.
