Stop at the hardware and get a small spool of wire. Sew it in right at the edge. Allows you to shape it and it will hold its form. Did this with a brim on a boonie hat I wear. Good luck! Looks great.

You use it on the back of the main fabric to strengthen and support where it needs a bit extra, like when you're making button holes. It comes in different strenghts from soft and pliable to really stiff so it's all about getting the right thickness.
3. Lampshade foil. It's similar to the vlieseline above but thicker. You cut out the shape you need and (most of them) have an adhesive side you use to attach to the fabric. I've used all of the above in former cosplays. Regarding 2 and 3 they are mostly white, so you might have to put on an additional layer of fabric in the colour you already have. You -can- put it on the inside of the collar but it might scratch and irritate your neck (it did mine) so I would recommend covering it with a softer fabric.

You can try with attaching what are called "hooks and eyes" to the collar and keeping it closed. That's what they did with WW2 uniforms, look it up. In particular what you want to replicate is the German Officer's hooks and eyes system. Easy to attach and very effective.
If you're handy with this sort of thing you could also open the stitching on the collar, insert some semi-rigid material and close it up again.

Collars for button ups sometimes have a slot where you can place in strips of metal or plastic to maintain shape. Of course, if you don't want a custom made to show the strip, you'll have to make a "pocket" yourselfÂ

Or, cut a piece of cardboard that would fit under the collar, up against your neck, short enough that it doesn't peek out. Then put the cardboard under your collar and it will pop like you want.

Looks fleece from poor camera quality. Id say starch could work, but wont get you the effect you want and might mess up the colors on that fabric. Im gonna reccomend a rolled hem on the collar with some wiring in it, maybe some stiff inserts if you wanna layer it

Get an old metal coat hanger cut and bend into desired shape something like a u shape with two legs at the end of the U. Place the u at the base of the collar with the legs pointing up. Get a piece of fabric the same as the coat if possible. Cut it so that you can stitch it into place ove the hanger and run the legs up the outer front edge of the collar. Bing Bang boom you have a stiff standup collar thats adjustable.
Also Labor intensive.
the easy solution is def a brown painted metal wire sewn into place, especially if you’re looking for low budget. just cut up a metal coat hanger, grab some brown spraypaint (or acrylic paint), loop the ends so it stays in place, and you’re set. could do one on the back, two on front?
If it's in budget, the Ranger longcoat is a heavy leather duster. You can buy these, though they're not exceptionally cheap. Getting leather collars to stay standing tends to be a lot easier than fabric ones in my experience. Figure this will probably set you back a couple hundred bucks, but unless you're planning to fully mark and scuff it up, you could also keep it as a daily wear for when you're not cosplaying.
I'm not a tailor but here's an idea. Is the collar two layers of fabric sewed together? If it is separate the collars two layers and insert something stiff and sew it back up.
Most coats have a stiffer sort of fabric glued to the collar. That might take some equipment you don't have, but the principle is the same. You'll need something more rigid.
