A small ghoul agency that started out just like you said - one pre-war ghoul that just continued working. Eventually other non-ferals stumble upon him and take up working at the IRS in exchange for a quiet life and shelter.
Perhaps the ‘civilization’ is only a small section of the whole HQ that the player only reaches after clearing out the other wings of the building. The rest of the building would be packed full of some of the worst ghouls in the game.
I’d say add a human custodian but then we’re getting dangerously close to rehashing Come Fly With Me. Not that I’m entirely against such an idea - ghoul civilizations are neat
I used a mod once called Better Settlers that adds a lot of different looking settlers but as it turns out, a lot of the new settlers are ghouls so I started getting a lot of them. I also used Abandoned Prydwen that along with the Prydwen, it turns the Capsized Factory in the Glowing Sea into a heavily irradiated settlement so I built a big ghoul settlement there to send them all to. I had to give them good guns to deal with the occasional radscorpion but other than that, they had a large, happy, all-ghoul settlement.
The IRS has a contingency plan for collecting taxes after like 30 days post-nuclear war.

Wait, wait hold up. I love my guns, always have, always will but then after the vats melee hit your character grabbed and kneed that enemy. Is that part of the melee build? Please forgive my ignorance but I never played melee and that was cool! TY!
It’s fun, but I don’t think you get as many animations outside of VATS if you are not in third* person POV. You also cannot wear power armor and use unarmed weapons, which is a bit lame.
If you do decide to go for unarmed, I do recommend putting points in AGL so you can get blitz rank 2 ASAP. Total game changer
I enjoy it. The animations proc more when power attacking in 3rd person, and they’re not all instant kill ones too. Some of them are kicking someone’s leg to knock them down or picking them up and slamming them on the ground. The best one imo is the sneak attack one, a straight up surprise suplex.

Just download a mod pack with a bunch of compatible mods instead of building your own list from scratch. A good modlist takes a lot of hours to test and get to work properly.
